Rad Blue is at her maximum powers when she has transformed into Sailor Azul. She no longer has to speak to use her wind/air powers. However, with the exception of flying, she will still normally speak before using her powers to attack. RB can only achieve this form when she and True Red are committed to working together in their hearts. Her Sailor-name comes from the fact "azul" is the Spanish word for "blue."

Outifit: Sailor Azul's body-suit is white with a pink shoulder-band (the third one). Her tiara is black with a blue jewel. Her choker is purple with a black star. Her ribbons are blue. Her skirt, heart broach, and sailor top are purple. Her white gloves don't reach her elbows and have purple bands as well. Her over-the-knee boots match her skyish-blue/cyan hair color.

Attacks

Blue Tornado: Sailor Azul can either create or control wind to form winds at speeds from 0 to 500 mph (0 to approximately 805 km/h). She can create/control more than one wind storm at a time, but their combined strength cannot be more than 500 mph. The more powerful the wind storm(s), the faster she tires.
Blue Suction: Sailor Azul can remove air around anything, but it requires her to stay still and concentrate.
Purple Storm: This is a joint attack with Sailor Roja. It is a potentially massive attack that unleases a combination of wind/lightning, thunder/lightning, or wind/thunder/lightning at once. Sailor Azul's energy contributes the wind and thunder portions of this attack.
